A $55.1 million affordable housing community, named “Union at the Marina,” is set to open in Dubuque in fall 2026. Developed by The Annex Group, it will consist of two four-story buildings with 201 units: 85 one-bedroom, 79 two-bedroom, and 37 three-bedroom units. This project aims to address Dubuque's housing deficit, as a 2022 study indicated a need for 1,100 more units by 2030. The complex will offer amenities near parks and the Mississippi River and will be available for households earning at or below 70% of the area median income.
